The Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) has published Consultation Paper No. 1 of 2026 (Consultation Paper), setting out proposed enhancements to its regulatory framework for anti-money laundering, counter-terrorist financing, counter-proliferation financing and sanctions compliance (AML Framework). The AML Framework applies to Authorised Persons, Recognised Bodies, Designated Non-Financial Businesses or Professions (DNFBPs) and Non-Profit Organisations (NPOs).
The proposals comprise appropriate revisions to the Financial Services and Markets Regulations 2015 (FSMR) and the Anti-Money Laundering and Sanctions Rulebook (the AML Rulebook) to reflect developments in federal laws and align with evolving international best practices, including the recommendations of the Financial Action Task Force (FATF). Accordingly, the proposed changes will have minimal impact on existing compliance requirements for Relevant Persons.
The Consultation Paper also proposes miscellaneous amendments to FSMR, the AML Rulebook, the General Rulebook, the Glossary and the Guidance and Policies Manual.
