    Promoting Strong Governance and Supporting Continued Confidence in ADGM

    As ADGM continues to expand its global footprint as a world-class international financial centre, the Registration Authority (RA) remains committed to safeguarding the integrity and attractiveness of ADGM’s ever-growing business environment.

    The RA currently oversees more than 14,000 licensed entities registered in ADGM, including public companies, public interest entities, DNFBPs, professional and real estate services firms, retail businesses, audit firms, audit principals, and insolvency practitioners. As ADGM’s commercial regulator, the RA is responsible for a broad range of statutory functions, from incorporation, registration, and commercial licensing of legal entities, to monitoring and enforcing compliance, detecting and deterring misconduct, developing clear regulatory pathways for emerging technologies, and more.

    In line with its long-term commitment to upholding high standards of governance and regulatory conduct, the RA publishes the Regulatory Priorities report to provide businesses operating in ADGM with clarity on areas of supervisory focus for the year ahead.

    The latest Regulatory Priorities 2026-2027 report sets out regulatory priorities, a few of which are to promote:

    • Accuracy, timeliness and quality of annual filings and licence renewals.
    • Adequate, accurate and up-to-date beneficial ownership information among ADGM legal persons and arrangements.
    • Fair, transparent and responsible retail business practices and strengthen consumer protection outcomes. 
    • High standards of quality, professionalism, governance and compliance among ADGM licensed CSPs.
    • In addition to this, support responsible innovation by applying risk-based oversight to emerging technology structures and activities within the RA's remit.

    Licensed firms, directors, auditors, and other stakeholders are encouraged to review the report for insights into the RA’s monitoring and enforcement strategy and objectives, regulatory priorities, performance measurement and more.
