The United Arab Emirates (UAE) Sustainable Finance Working Group (SFWG) has developed draft principles for climate transition planning. The SFWG is now soliciting feedback on these draft principles from key stakeholders. The FSRA of ADGM is supportive of the SFWG’s consultation effort and is soliciting feedback on this draft document.

As a reminder, the UAE SFWG, chaired by the FSRA of ADGM, brings together major national regulators, including the Central Bank of the UAE (CBUAE), the Securities and Commodities Authority (SCA), the Ministry of Finance (MOF), the Ministry of Climate Change and Environment (MOCCAE), Financial Services Regulatory of ADGM (FSRA) and Dubai Financial Services Authority (DFSA).  

Together, the SFWG has issued several foundational and high-level documents, including:

• Guiding Principles on Sustainable Finance in the UAE (2020)
  A foundational set of voluntary principles to drive sustainable finance integration across the UAE financial sector.
• Principles for the Effective Management of Climate-related Financial Risks (2023)
  Establishing minimum supervisory standards for climate risk management across financial institutions.
• Principles for Sustainability-Related Disclosures (2024)
  Providing unified ESG disclosure guidance to improve transparency and align UAE reporting frameworks with global standards.

The proposed draft principles include several key principles related to Governance, Risk Management, Metrics, Data and Customer engagement, Reporting and Implementation.  

The consultation period will close on July 16, 2025 and the consultation materials may be viewed on this link and the comments should be added on this link.
