The ADGM Registration Authority Audit Outreach Session 2024
We are pleased to announce that the ADGM Registration Authority (RA) Audit Outreach Session 2024 will take place on 18 September 2024 at 5pm.
The outreach will be held in collaboration with the Institute of Chartered Accountants in England and Wales (ICAEW).
High quality audit and corporate reporting continues to be a regulatory priority for the RA and this two-hour session will include the following key topics:
- RA's approach to audit regulation
- Reminders: audit, accounts and regulatory returns
- RA feedback on audit inspections as well as interactive case studies in collaboration with ICAEW
- Networking session

This outreach will be of interest to senior audit staff including audit engagement partners at ADGM audit firms, finance professionals working in industry involved in the audit process, members of audit committees, relevant ICAEW members as well as young Emiratis looking to enter or further their careers in the profession.

Tim is an experienced regulatory practitioner and leader. As Executive Director of the RA’s Monitoring & Enforcement division he is responsible for overseeing all aspects of the supervision and enforcement of ADGM’s commercial legislation.
Tim has over 20 years of diverse regulatory experience in Australia and the Middle East. He is a graduate of the University of Wollongong, Australia, holds a Masters degree in Applied Finance & Financial Markets from KAPLAN, Australia, and is a Master of Laws (LLM) from the University of London, UK.
Talal Samad
Head – Audit, Registration Authority

Talal joined ADGM in 2021 and heads the RA’s Audit Oversight Function responsible for monitoring the regulated area of financial audit. With more than a decade in audit supervision, Talal was instrumental in setting up the RA’s Audit Oversight Function and more recently leading the RA’s successful membership application at the International Forum of Independent Audit Regulators (IFIAR).
Talal is an ICAEW Chartered Accountant, a graduate in Business and Management from Birmingham (UK) and brings over 17 years of experience in audit quality and financial reporting across various sectors including financial services, energy, real estate and transport.
Ruqaya Salman
Head – Enforcement, Registration Authority
ADGM
Ruqaya joined ADGM in 2022 and heads the RA’s Enforcement arm, responsible for taking proportionate regulatory action and enforcing compliance for any contraventions of ADGM’s vast commercial legislation, including company law and commercial licensing regulations.
With over 15 years of experience in financial services and oil & gas, Ruqaya specialises in regulatory enforcement, compliance and governance having led numerous cross-border large and complex investigations that included matters requiring civil court proceedings. Ruqaya holds a Masters in Business Administration and a Bachelor degree in Finance.
Collin Wu
Head – Monitoring, Registration Authority

Collin joined ADGM in 2020 and heads the ADGM RA’s Monitoring section responsible for monitoring ADGM participants for compliance with ADGM commercial legislation.
Collin has over 20 years experience in regulatory supervision and enforcement, having worked previously with financial services authorities in other common law jurisdictions. He holds a Bachelor of Laws (LLB), Graduate Diploma in Applied Corporate Governance, and an International Diploma in Anti-Money Laundering.
Will Strickland
Senior Manager, Professional Standards

Will is an ICAEW Chartered Accountant and a specialist in audit quality monitoring. Will joined ICAEW in 2007 having previous experience as an auditor with a Big Four firm in the UK and Bermuda.
He is responsible for a team of UK-based reviewers and manages the delivery of audit monitoring visits to UK audit firms of all sizes including Big Four and top 20. Will also oversees ICAEW’s audit monitoring contracts, partnering with overseas regulators and professional bodies. He has performed audit monitoring visits to firms in Europe, the Middle East and the Caribbean and also supports local regulators by providing methodology, training and on-the-job coaching to overseas-based staff.
Helen Storr
Audit Quality Specialist, Professional Standards

Helen Storr is an ICAEW Chartered Accountant. After graduating from the University of Oxford and following a period of academic research in chemistry and pharmacology, she decided to become an accountant, and trained at a medium-sized London firm. Helen performed work in a variety of industries, with a focus on financial services. She joined ICAEW in 2021 as a quality monitoring reviewer. She conducts a wide range of visit types and works with all sizes of firm from the Big Four to sole practitioners and everything in between. Helen also performs audit review work at firms in the Channel Islands and the Middle East.
