We are pleased to announce that the second annual ADGM Registration Authority (RA) Audit Outreach Session will take place on 18 September 2025 at 4 PM
Following the success of last year’s session, this year’s outreach will once again be held in collaboration with the Institute of Chartered Accountants in England and Wales (ICAEW).
High quality audit and corporate reporting continues to be a regulatory priority for the RA. This session will build on themes from the previous year and include the following key topics:

CEO - Registration Authority ADGM
His Excellency Rashed Abdulkarim Al Blooshi is the Chief Executive Officer of the Registration Authority at ADGM, where he oversees the strategic development and regulatory performance of the Authority, ensuring it remains a key enabler of ADGM’s position as a leading global financial centre.
Al Blooshi joined ADGM in June 2025 and brings more than 26 years of leadership experience from across the UAE’s financial and regulatory landscape. His deep institutional knowledge and strategic foresight help to drive the continued evolution of the Registration Authority and reinforce ADGM’s standing as a world-class destination for business and finance.
He previously served as Undersecretary of the Abu Dhabi Department of Economic Development (ADDED) and as the CEO of the Abu Dhabi Securities Exchange (ADX), where he played a central role in shaping Abu Dhabi’s economic diversification strategy, strengthening the competitiveness of the Emirate’s business environment, and aligning development policies with Abu Dhabi’s long-term economic vision.
Widely recognised for his forward-looking leadership and cross-sector expertise, Al Blooshi has been instrumental in launching key initiatives to promote innovation, attract investment, and position Abu Dhabi as a globally competitive, knowledge-based economy.
He also serves on several boards and high-level committees at both the local and federal levels, contributing to national policy development and institutional excellence.
Al Blooshi holds a Master’s degree in Business Administration from UAE University, and a Bachelor’s degree in Computer Science and Information Systems from Benedict College in the United States.
Duncan Wiggetts
Chief Officer – Professional Standards ICAEW
ICAEW’s educational training films have been written by Duncan Wiggetts, ICAEW Chief Officer, Professional Standards, and produced in collaboration with Area 17. A qualified solicitor, Duncan joined ICAEW in 2014 and leads ICAEW’s regulation and conduct activities, helping members and firms to maintain high professional standards and holding them to those standards. Before joining ICAEW, Duncan worked in legal private practice, and it was during his time as senior in-house Counsel at PwC when he developed his first film in 2005 to create more effective training resources. Since then, he has continued to create high-quality training films, with a proven track record for easy-to-understand, realistic portrayals of complex messages.
Named as "the accidental mogul of training videos...that even Hollywood would love," by The Wall Street Journal, his films are used worldwide, receiving international coverage and recognition. Committed to raising standards across the profession, Duncan’s films have been widely adopted for training on compliance, ethics and corporate governance. His work is used by organisations ranging from the Big Four accountancy firms to regional workshops for sole practitioners, as well as by higher education institutions and student councils.
