The Council of Europe’s Convention 108 is the first and currently the only legally binding international instrument which protects individuals against abuses which may accompany the collection and processing of personal data and which seeks to regulate cross border flow of personal data.The Convention was recently modernised to deal with emerging technologies and to strengthen the Convention’s effective implementation.The modernised Convention 108 is known as ‘Convention 108 +’ and can be downloaded in English or in Arabic at the links below.
